Problem

Fusion plant with engineering gain > 1 (net electricity)

Every private fusion company is racing to build a device that puts more electricity on the grid than the whole plant draws from it (engineering gain Q_eng > 1), not merely more fusion energy than the heating energy delivered to the fuel (scientific Q > 1). The prize is a firm, carbon-free power source; hyperscalers and utilities have already signed offtake agreements (e.g. Google, Eni and Dominion with CFS; TVA with Type One), and private fusion capital now exceeds $10B across dozens of companies. SOLVED means an integrated plant demonstrating sustained net electrical output (Q_eng > 1) measured at the plant boundary; intermediate verifiable rungs are scientific Q > 1 in magnetic confinement (CFS SPARC targets Q > 1), ignition with high target gain in inertial fusion, and first delivered electrons (Helion's Microsoft agreement targets 2028; CFS ARC targets the early 2030s).

Why it is still open

No fusion device has produced net electricity as of 2026. NIF has repeatedly achieved target gain > 1 (a record ~3.8 in 2026) but its lasers draw roughly 300 MJ of wall-plug energy to deliver ~2 MJ to the target, so the facility is far from engineering breakeven; magnetic-confinement devices (SPARC, Helion Polaris) have not yet reported Q > 1.

What counts as solved

The acceptance condition, stated in Lean 4. Measurements a computer cannot produce on its own are named inputs, supplied by whoever attests them.

# Fusion plant with engineering gain Q_eng > 1 (net electricity)

What counts as SOLVED: over a single continuous, metered operating window, a fusion
plant exports more electrical energy than the whole facility draws, with the
electricity traceable to fusion reactions, and no credit for pre-charged storage.

Q_eng := E_gross_electric / E_recirculating, where E_recirculating is ALL electrical
input to the facility during the window (heating/drivers, magnets, cryogenics, pumps,
tritium plant, controls, hotel load). This is stricter than scientific gain Q_sci.

Concrete in Lean: the gain and net-energy arithmetic, the acceptance predicate,
rungs, and a proved lemma that Q_eng > 1 is the same as positive net energy.

Opaque oracle (`Measurement`): revenue-grade meter readings at the plant boundary,
energy-storage state of charge, and the attestation that the output is fusion-derived
(neutron/fusion-product diagnostics consistent with the claimed fusion power).
Attesters: an independent metering auditor / grid operator plus a diagnostics review
panel (e.g. the milestone reviewer in a DOE Milestone-Based program).

Units: energy in joules, time in seconds.
